- In a large skillet or sauce pan, cook and crumble the ground beef over medium heat until no longer pink. Drain the meat. Remove the meat from the pan and set it aside.
- In the same pan, melt 1 Tablespoon butter, and sauté the onion, carrots, celery, basil, and the parsley flakes until the vegetables are tender. It takes about 10 minutes.
- Then add the potatoes, broth and beef; and bring to a boil. Reduce heat, and simmer the soup covered for 10 minutes, or until the potatoes are tender.
- Then in a small skillet, melt the remaining 3 Tablespoons of butter. Add the flour, and cook and stir until it is nice and bubbly, (2 – 4 minutes).
- Add this mixture to the soup and bring it to a boil. Cook and stir for 2 – 3 minutes. Reduce the soup to low.
- Stir in the cheese, milk, salt and pepper, cook and stir until the cheese is melted. Remove the soup from the heat; stir in sour cream.
- If you want you can garnish with onion rings or little green onions.
